Dr. Jerome Bickenbach, PhD, LL.B is Permanent Visiting Professor at the University of Lucerne and Professor Emeritus at Queen's University, Canada. He is the author or editor of several books on disability law and policy. As a consultant to World Health Organization (WHO), Prof. Bickenbach worked on developing and finalizing the ICF, and more recently on the Rehabilitation 2030 initative, and as consultant with the World Bank, UNICEF and OECD has assisted several countries in reforming disability assessment and disability needs assessment tools. His research spans various aspects of disability studies, including quality of life of persons with disability, disability epidemiology, participatory action, inclusion, modelling disability statistics for population health surveys, the relationship between disability and health, and the ethics and the application of ICF to monitoring the implementation of the UN Convention on the Rights of Persons with Disabilities. As a lawyer in Canada, Prof. Bickenbach was a human rights litigator, specializing in anti-discrimination for persons with intellectual impairments and mental illness.
